I feel Chisaki was a great villain that debuted too early. He's very street smart and always seemed to have a another backup for his backup plan. Some plots seemed rushed so his arc was quick to me. Really thought this was going to be a long suspenseful mind games of Yakuza vs Police. Thoughts?
