Local legend says it’s the face of Chief Joseph of the Nez Perce tribe overlooking the town of Joseph, Oregon. See the feather off to the side of one eye, & tears streaming out the other? He cries for the loss of the land & deaths of many of his people after they were forced onto reservations.
