Nikolai Khokhlov was a KGB officer sent to supervise assassination of Georgiy Okolovich in Frankfurt when he decided not to follow the order and defected to the US in 1954. Khokhlov later survived failed assassination by thallium poisoning in Frankfurt, 1957, by the Thirteenth Department of the KGB
